Fernando Navarrete (European Parliament) recently published another extremely well-written paper on the need for a Digital Euro for which he is the rapporteur (!). He is unaware of the technical difficulties with the offline proposal of the ECB, but other than that the paper is very much on point. (09/19/2025 10:53:19)
